American Indians have high rates of crime victimization: But who are the perpetrators? Federal statistics on crime show that Indians are most often the victims of crimes committed by non-Indians. But a South Dakota study suggests overwise for that state, most crime being Indian-on-Indian. Part of the reason for the difference may be that Indians are a larger percentage of the SD population; elsewhere Indians may be a tiny minority exposed to criminal actions of others. Another reason is the way the federal and SD statistics were compiled. The federal study uses a victim survey method of asking people if they have been victims of crime, whether or not they have reported these to the police. The SD study uses only reported crime and, given their minority status, Indians may be less likely to report a crime when the perpetrator is a non-Indian.
